I agree with the author of the article that Uruguay seems the more likely of the two countries to achieve marriage equality first. As noted, civil partnerships are already recognized there. Other rights, including adoption by same-sex couples--often a very thorny issue--exist there now as well. Let us hope that the progress in Uruguay continues.
As for Paraguay, I take it as a slightly bad sign that the "Somos Política" ("We are politics") and "Somos Historia LGBT" ("We are LGBT history") sections of the web site of the leading Paraguayan glbtq rights group Somosgay are still under construction. This small fact means nothing in the greater scheme of things, of course, but it struck me as symbolic of the greater magnitude of the task that advocates of marriage equality will probably face in Paraguay.
