(although I suppose I could just test this out myself, I thought I'd ask...)
Does the private message service mean that someone from outside glbtq.com could send me an email message to, for example:
Ryan@glbtq.com
Or can only people with profiles on glbtq.com send email to each other?

Ryan,
The private messaging system only allows communications between site members. Right now, we do not have an e-mail system that allows you to create ryan@glbtq.com.
Our private messaging system works just like e-mail, but only members can use it.

I have received an email notification for a private message sent to me. When i logged on i received the following message "this private messaging has been disabled form this board. What does this mean?

A spammer/scammer launched an attack on April 6 in which he or she joined glbtq.com and then sent a private message to many of our members. The private message included a link to what appears to be a spam/scam page.
To combat the problem, the private messaging feature of the discussion boards was turned off and the spammer/scammer's membership was deactivated.
